Staff have advised me that it would be inappropriate for the <br />V Council to approve such an ordinance because it apparently would allow <br /> Ramsey to prohibit siting a landfill approved through the candidate <br /> landfill siting process. State statute and Council policy establish the <br /> Council's responsibility for overseeing this process and a county's <br /> authority to override local ordinances if necessary to obtain needed land <br /> disposal capacity. There is no statutory requirement for Council review <br /> of this ordinance. <br /> <br />A brief analysis of major issues raised by.the proposed ordinance is <br /> <br />=M. .~provided below in response to your phone request for a letter outlining the <br />~~ ~ouncil's policy perspective.
