CASE <br /> <br />LANDFIIJIJSlTE P CONSIDERATIONS <br /> By: Landfill Strategy Committee <br /> <br />BACKGROUND: <br /> <br />Last May, the City Council appointed Dave Hartley, Bill Goodrich, <br />Councilman DeLuca, and myself to a Site P Strategy' committee. The <br />committee met several times to discuss possible options in dealing with <br />Site P issues. Additionally, members of the staff have attended several <br />meetings with the Metropolitan Council (MC) relating to landfill siting <br />issues. The case discussion herein was reviewed by the committee on <br />January 9, 1990. <br /> <br />Council Position <br /> <br />Several items need to be discussed with the Council regarding Site <br />P/landfill issues. The foremost item is to determine the Council's position <br />relating to the selection of Site P. Based on past Council positions, the <br />City's position has ranged from one "not opposed" to "opposed". No <br />formal position has been stated by the current Council. Direction to staff <br />on this issue is needed and can be best achieved by recognition of <br />Council's position. <br /> <br />If the Council wishes to oppose the selection of Site P, the general broad <br />strategies necessary to attempt a successful outcome are: <br /> <br />Engage well qualified consultants to assist with technical <br />review of documents. <br />Establish ordinance(s) which conform to State and Federal <br />rules as well as MC and Anoka County solid waste plans to <br />establish reasonable control of landfill operations within the <br />City. <br />Establish legal foundation, be prepared and committed to <br />pursue legal action if necessary to oppose the site selection and <br />to engage legal counsel as appropriate. <br />Establish a strong position at the legislature supporting the <br />City's concerns possibly including retaining lobbying <br />assistance. <br />Strengthen positions with review agencies. <br />Establish a strong line of communication with Ramsey <br />residents regarding the siting process, community position, <br />relevant factual information and notification of hearings, <br />meetings, etc. <br />Appoint (and provide support as needed) a strong <br />representative to the Site Selection Authority. <br /> <br />It is believed that the selection of Site P as the new landfill site is quite <br />probable with odds favoring selection somewhere between 60/40 and 90/10. <br /> <br />Page 1 <br /> <br /> <br />
