No interest shall be <br />charged if the entire assessment is <br />paid by November 8, 2013. If an af- <br />fected property owner decides not <br />to prepay the assessment by No- <br />vember 8, 2013, the rate of interest <br />that will apply is 4.86 percent per <br />year and will accrue from the date <br />of adoption (September 24, 2013) <br />to December 31, 2014. The right <br />to partially prepay the assessment <br />is not available. <br />The proposed assessment roll is <br />on file for public inspection at the <br />City Administrator's office. If you <br />wish to object to the assessment <br />of unpaid utilities, you may file your <br />written or oral objection at the As- <br />sessment Hearing at 7:00 p.m., on <br />Tuesday, September 24, 2013, at <br />Ramsey Municipal Center, 7550 <br />Sunwood Drive N.W., Ramsey, Min- <br />nesota. <br />If you wish, you may appeal the <br />assessment of unpaid utilities to <br />Anoka County District Court un- <br />der Minnesota Statutes, Section <br />429.081. To do so you must: <br />1. File a signed, written objec- <br />tion to the amount of that assess- <br />ment, prior to the September 24, <br />2013 Assessment Hearing, or pres- <br />ent the written objection to the pre- <br />siding officer at the Hearing. <br />2.
