CC Regular Session 6. 1. <br />Meeting Date: 10/08/2013 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Public Hearing - Introduction of Franchise Ordinances with Anoka Municipal Utility and Connexus Energy <br />Background: <br />New Franchise Ordinances with Anoka Municipal Utility and Connexus Energy need to be adopted since existing <br />Franchise Ordinance # 92-13 recently expired. The adoption of the two new Franchise Ordinances, one for each <br />utility, are required in order to allow the proposed Franchise Fee Ordinances being introduced this evening to be <br />adopted and implemented. <br />Each utility requires some unique language therefore one ordinance will no longer work for both utilities. <br />Notification: <br />Notification of the Public Hearing was posted in the Anoka County Union on September 27th, as well as in the <br />special October edition of the Ramsey Resident mailed on September 25th. <br />Observations/Alternatives: <br />Draft ordinance language was provided to the city by both utility companies so staff does not anticipate any <br />objections by the utility companies regarding the draft ordinances attached. <br />Recommendation: <br />Staff recommends that Council introduce Ordinances # 13-19 and 13-20 and waive the City Charter requirement to <br />read the ordinances aloud. Staff met with both utilities and worked with them to prepare the draft Franchise <br />Ordinances attached so no objections from the utility companies are anticipated. <br />Funding Source: <br />Preparation of the draft ordinances was completed by City staff as part of normal staff duties. The city attorney also <br />reviewed the draft ordinances. <br />Council Action: <br />Conduct the Public Hearing and make a motion to waive the City Charter requirement to read the ordinances aloud. <br />Roll Call Vote: <br />Councilmember Riley <br />Councilmember Backous <br />Councilmember Tossey <br />Councilmember Kuzma <br />Councilmember Johns <br />Councilmember LeTourneau <br />Mayor Strommen <br />
