Councilmember Backous stated the prosecuting attorney needs a good working relationship with <br />the Police Department but with the civil side, he felt it was sometimes good to get a fresh pair of <br />eyes. <br />Mayor Strommen stated if a change is made, she would support recognizing Mr. Goodrich for <br />his years of service to the City. <br />City Administrator Ulrich stated if there is a change, there will be a transitional cost and, <br />hopefully, efficiencies over time. He stated staff can work through a change, noting the City is <br />currently short staffed but he has transitioned with other attorneys and if it is a larger firm, they <br />will be well prepared to handle the City's business. <br />Development Services Manager Gladhill stated community development can work through <br />transition periods and challenges that go along with it, and it will be handled appropriately. <br />Councilmember LeTourneau asked if the Randall, Goodrich & Haag bid will be changed if they <br />get only half of the business. <br />City Administrator Ulrich stated it should stay about the same, noting it is comparable with the <br />others. <br />Councilmember Riley stated Randall, Goodrich & Haag submitted the high bid by $2,000 so it <br />may not change. <br />Police Chief Way noted the City does not currently pay Randall, Goodrich & Haag additionally <br />for forfeitures. <br />City Administrator Ulrich stated a three -year contract would be typical for a new firm. <br />The consensus of the Council was to use Randall, Goodrich & Haag for criminal prosecution and <br />direct staff to further vet and request retainer proposals from Couri & Ruppe and Ratwik, Roszak <br />& Maloney. <br />3. FUTURE TOPICS FOR DISCUSSION <br />Councilmember Backous asked staff to schedule a Work Session discussion on whether the City <br />Attorney needs to attend every Council meeting. <br />4.
