Mr. Max solicited volunteers to assist him on <br />coordinating this meeting. Ms. Sitz and Ms. Frolik volunteered to assist Mr. Max. Ms. Frolik <br />was directed to research involving the League of Minnesota Cities and the American Planning <br />Association. <br /> <br />TREE ORDINANCE WORK SESSION <br /> <br />The next section to be worked on is the Landscaping section. The Committee discussed the <br />complexity of this section in the model ordinance and how it could easily conflict with the City's <br />new and current landscaping and density transitioning standards. <br /> <br />Ms. Frolik pointed out that Staff is just beginning to administer the new landscaping <br />requirements and it is evident that the new ordinance only looked at numbers and did not give <br />enough consideration to the amount of area that would be necessary for canopy cover when all of <br />the plantings reach maturity in 15-20 years. The Committee stated that this is a concern of theirs <br />also; if the numbers of plantings are too numerous for the amount of area in the plat, the trees <br />will overlap and will not survive. The consensus was that the City should plan for healthy trees <br />in the future rather than a lot of trees today. The Committee also talked about a desire to include <br />language in the landscape section that would give developers credits or bonuses for preserving <br />desirable trees and removing undesirable trees from their project areas. <br /> <br />It was the consensus of the Committee that Ms. Frolik should provide all members with copies of <br />Ramsey's current landscaping and density transitioning requirements prior to the next meeting. <br />Members should bring these requirements along with them to the next meeting as a reference <br />material to be used in drafting the landscaping section of the Tree Preservation ordinance. <br /> <br />Ms. Sitz said that she believes the landscaping section should give developers options such as: <br />plant all required trees on the site; plant some of the trees on other designated sites in the <br />community; make a monetary payment to the City in lieu of trees, etc. A discussion ensued and <br />the members talked about establishing a list of trees: preferred, acceptable, unacceptable. <br />Developers would get extra credit for planting trees that are on the 'preferred' list. There is a <br />possibility of also giving extra credit to developers for planting wind breaks and living snow <br />fences. To this end, it was mentioned how valuable an inventory of trees in Ramsey would be. <br />Ms. Frolik will check with Mark Boos about how intensive a survey the City will get as a result <br />of the LCMR Grant. <br /> <br />Mr. Max summarized the discussion as most likely deviating from the model ordinance for the <br />landscaping section and developing one that is based on tonight's discussion. <br /> <br />Mr. Max noted that the roundtable discussion with other communities would serve the Task <br />Force better if it was conducted after Ramsey has it's draft ordinance completed. At that point, <br />the Task Force has a better idea of where Ramsey stands with respect to an ordinance, and <br />therefore how it might relate to what other communities relay to us about their own experiences. <br /> <br />RESCHEDULE OCTOBER MEETING <br /> <br />It was noted that the regular meeting on October 7 is the date selected by the League of Women <br />Voters for a candidates forum; and 3 of the Task Force members will be at that forum. <br /> <br /> <br />
