From a comparative <br />perspective, the number of volunteer/paid-on-call personnel in the combined study area is above the <br />regional benchmarks while the number of career personnel is significantly below the expected level. <br />The primary responsibility of any emergency services organization is to provide emergency response <br />services to their respective communities. The next section of the report evaluates the service delivery <br />and performance of each participating agency both as an independent provider and as a region. This <br />was accomplished through an analysis of service demand, distribution of resources and response <br />performance and is partially summarized below. <br />Each department is involved in emergency medical services first response efforts to varying degrees. <br />Medical incidents account for the majority of some agencies' overall service demand while others <br />respond to more fires and other incidents than medical calls, as shown in the following table. <br />mergency Services Cnnsulung <br />page 3 <br />
