The primary differences lie with the population <br />densities covered, which have an impact on the respective Insurance Services Office ilS0y ratings. How <br />the distribution of resources impact this rating will be discussed later in this report. <br />Foundational Policy Documents <br />Foundational policy documents are those books, handbooks and manuals that allow the organization to <br />exist and govern its operations, both from an administrative and operational perspective. Many sets of <br />these documents can exist within a single agency and the comprehensiveness of the documents can be <br />highly varied. In general, those organizations that function as governmental entities (county, municipal <br />and special districts) tend to have a mare comprehensive set of policy documents than do <br />predominantly volunteer agencies. This is not due to the volunteer agencies' lack of attention to the <br />issue but rather state and federal rules that local government units must adhere to in this regard.
