Ramsey, Nowthen, St. Francis, Oak Grove, and Bethel, Minnesota <br />Feasibility Study for Shared or Cooperative Fire and Emergency Services <br />Operational Staffing Levels <br />Each study agency's administrative personnel are primarily emergency responders. In career <br />departments, it is relatively easy to distinguish between administrative and support personnel and those <br />tasked with emergency operations. In combination, paid -on -call, and volunteer agencies, the distinction <br />is often unclear as administrative personnel are frequently also used to respond to operational <br />incidents.
