Ramsey, Nowthen, St. Francis, Oak Grove, and Bethel, Minnesota <br />Feasibility Study for Shared or Cooperative Fire and Emergency Services <br />None of the participating agencies has a full-time, dedicated, training officer position in place. Instead, <br />volunteer and POC personnel are assigned training responsibilities as an additional duty. Management <br />and administration of training programs varies between the participants. While none of the agencies <br />have formally defined training program goals and objectives in place, all were able to clearly articulate <br />the foundation upon which the program is planned and managed to provide direction and planning <br />assets to their educational efforts. <br />Each department within the study area conducts training unilaterally with limited interaction with <br />neighboring departments, aside from the shared recruit academy. From a regional perspective, all of the <br />agencies involved could benefit from a centralized and collaborative approach to training delivery. A <br />unified training practice of training needs assessment, scheduling, and regionalized delivery system <br />offers increased firefighter safety and effectiveness as well as potential savings in costs and personnel <br />efficiency. <br />Training Resources <br />To be able to deliver effective training to fire and EMS personnel, some resources are necessary to arm <br />the trainer with the tools needed to provide adequate educational content. <br />Figure 64: Training Resources <br />Ramsey/ Nowthen <br />FD <br />Oak Grove FD <br />St. Francis FD <br />Bethel FD <br />Training facilities (tower, <br />props, pits) <br />Several portable <br />props.
