Ramsey, Nowthen, St. Francis, Oak Grove, and Bethel, Minnesota Feasibility Study for Shared or Cooperative Fire and Emergency Services Fire Prevention, Public Education and Investigation Programs An aggressive risk management program, through active fire and life safety education and prevention services, is a fire department's best opportunity to minimize the losses and human trauma associated with fires and other community risks. The National Fire Protection Association recommends a multifaceted, coordinated risk reduction process at the community level to address local risks. This requires engaging al! segments of the community, identifying the highest priority risks, and then developing and implementing strategies designed to mitigate the risks. A fire department should actively promote fire resistive construction, built-in warning and fire suppression systems, and an educated public trained to minimize their exposure to fire and health issues and to respond effectively when faced with an emergency. Fire Code Administration and Enforcement The following tables detail the fire prevention and public education efforts that are put forth by the agencies that are subject to this analysis.
