Ramsey, Nowthen, St. Francis, Oak Grove, and Bethel, Minnesota <br />Feasibility Study for Shared or Cooperative Fire and Emergency Services <br />Functional Cooperative Efforts Strategies <br />Later in the report ESCI will evaluate and present the potential options that are available for combining <br />the study departments into one or more new and larger agencies. However, ESCI also understands that <br />cooperative efforts and shared services can take on a much different look. As mentioned previously, <br />there are various methods by which to cooperate between departments and improve the overall <br />efficiency of the organizations within a given region. This section will present various functional shared <br />services options that any two or more departments may participate in to gain efficiencies, contain costs <br />and increase effectiveness. <br />The following strategies are those that may be implemented as separate, stand-alone, agencies, absent <br />legal merger and they may be viewed as a pre -cursor to future, more formal consolidation and/or <br />merger initiatives. <br />Enhanced Use of Mutual and Automatic Aid <br />The agencies in the study area currently utilize Mutual and Automatic Aid.
