Draft Rules <br />Subp. 12. Plans. <br />A. Local governments must prepare a plan to identify and protect <br />environmentally sensitive areas within the Mississippi River <br />Corridor Critical Area and to further the purposes identified in <br />part 6106.0020 and Minnesota Statutes, chapter 116G. The <br />plan must be a component of the local government's <br />comprehensive plan prepared according to Minnesota <br />Statutes, chapter 473. <br />B. <br />Plans must contain provisions to: <br />(1) <br />protect the resources and features identified in <br />Minnesota Statutes, section 116G.15, subdivision 4, <br />paragraph (b); <br />(2) provide for screening existing development that <br />constitutes a visual intrusion, whenever appropriate; <br />ensure that development requiring urban services not <br />be permitted outside the metropolitan urban service <br />area boundary as established by the Metropolitan <br />Council; <br />(4) minimize potential conflict of water surface uses as <br />provided under Minnesota Statutes, chapter 86B; <br />provide for commercial barge terminals, barge <br />fleeting, and recreational marinas, where appropriate <br />and if applicable; <br />(6) provide for future commercial and industrial uses that <br />require water access; <br />maximize the creation and maintenance of open space <br />and recreation facilities, including parks, scenic <br />overlooks, natural areas, islands, and wildlife areas; <br />identify potential trail locations; and <br />provide for transportation and public utility <br />development in a manner consistent with parts <br />6106.0010 to 6106.0150. <br />C. Plans must be updated periodically on the same schedule as <br />other comprehensive plan elements according to Minnesota <br />Statutes, chapter 473. <br />(3) <br />(5) <br />(7) <br />(8) <br />(9) <br />Subp. 13. Site plans. <br />A. Site plans are required for development within the Mississippi <br />River Corridor Critical Area that requires discretionary action <br />or that requires a permit under parts 6106.0010 to 6106.0150. <br />B. In addition to local requirements, site plans must include, at a <br />minimum: <br />Commentary <br />This subpart identifies the specific elements <br />to be included in each LGU MRCCA Plan. <br />LGUs update their plans as part of the regular <br />process the Met Council oversees. <br />This subpart lists what should be included in <br />plan sets to support decision -making on <br />discretionary actions such as subdivisions, <br />PUDs, CUPs, IUPs and specific permits <br />(1) a detailed description of the project, including how the <br />project complies with the plans and ordinances <br />19 6106.0060 <br />
