I. "Land pollution" means the <br />presence in or on the land of any waste <br />or waste by product in such quantity, of <br />such nature and duration, and under such <br />condition as would affect any waters of <br />the state, create air contaminants, cause <br />air pollution or contaminate soils at the <br />site making the site unacceptable for <br />further use. <br /> <br /> J. "Landfill activity" is the <br />process of land disposal including but <br />not limited to dumping of waste or <br />processed waste, excavating cover <br />material storage and servicing of <br />equipment, placing cover material, <br />stockpiling- of materials for landfill <br />requirements. <br /> <br /> K. "Landfill activity area" is the <br />area where landfill activity takes place. <br /> <br /> L. "Leachate" means liquid that <br />has percolated through solid or processed <br />waste and has extracted, dissolved, or <br />suspended materials from it. <br /> <br /> M. "Mixed municipal solid waste" <br />has the meaning given it in Minnesota <br />Statutes, section 115A.03, subdivision <br />21. <br /> <br /> N. "Mixed municipal solid Waste <br />land disposal facility" means a site used <br />for the disposal of mixed municipal solid <br />waste or on the land. <br /> <br /> O. "Runoff" means any liquid that <br />drains over land from any part of a <br />facility. <br /> <br /> P. "Site" means the entire area <br />required to store, collect, transport, <br />treat, utilize, process, transfer, <br />intermediately dispose, or finally <br />dispose of solid waste or processed waste <br />product including buffer areas, private <br />access roads, equipment storage areas, <br />borrow areas and landfill activity areas. <br /> <br /> <br />
