c) Dumping of industrial <br />solid waste must be limited to as small <br />an area as practicable and with <br />appropriate facilities to confine wind- <br />blown material within the area. At the <br />conclusion of each day of operation, all <br />wind-blown material resulting from the <br />operation must be collected and returned <br />to the area by the owner or operator. <br /> <br /> d) Industrial solid waste <br />must be compacted as densely as <br />practicable and covered after each day of <br />operation, or as specified by the <br />commissioner of the MPCA, with a <br />compacted layer of at least six inches of <br />suitable cover material. Ail previously <br />filled areas must be maintained with at <br />least six inches of suitable cover <br />material. <br /> <br /> If disposal areas will be exposed to <br />the elements for a period of 129 days or <br />longer, an intermediate cover totaling at <br />least 12 inches of compacted, suitable <br />cover material must be provided and <br />maintained. <br /> <br /> There must be an available supply of <br />suitable cover material, which, if <br />necessary, must be stockpiled and <br />protected to allow for compliance with <br />the requirements contained in item D <br />including during periods of inclement <br />weather or winter operation. <br /> <br /> The industrial solid waste land <br />disposal facility must be constructed and <br />cover material graded to promote surface <br />water runoff without excessive erosion. <br /> <br /> e) Surface water drainage <br />must be diverted around and away from the <br />facility operation area. <br /> <br /> f) A minimum separation <br />distance of 1000 feet, or greater as <br />specified by the commissioner, must be <br />maintained between the disposal operation <br />and the adjacent property line. <br /> <br />13 <br /> <br /> <br />
