CASE <br /> <br />CONSIDER DISPOSITION OF PIPELINE USED FOR METHANE RECOVERY <br /> By: David R. Hartley, City Administrator <br /> <br />Background: <br /> <br />In 1983, the Cities of Ramsey and Anoka and the Count), of Anoka entered into a joint powers <br />agreement to establish the Anoka Regional Landfill Board and conduct a project to utilize the <br />methane gas produced by the landfill for the purpose of generating electrical energy. On December <br />31, 1989, the agreement between the Landfill Board, the Cities of Ramsey and Anoka and Waste <br />Management of Minnesota, lnc. regarding the methane gas extraction project, terminated. The <br />ownership rights to the pipeline and the revenue rights to the sale of electrical energy remain with <br />the members of the joint powers agreement (Ramsey, Anoka, and Anoka County). At a meeting <br />on February 5, 1990, Elwyn Tinklenberg, Deputy County Administrator, reviewed these options <br />with the former members of the Anoka Regional Landfill Board. Mr. Tinklenberg% report is <br />enclosed for your reference. In that report, he refers to the report of Para McCabe, Assistant <br />Count3, Attorney which identifies the options before the owners of the pipeline which are: <br />1 )pursue the sale of the pipeline; 2) close the pipeline by arranging for proper capping or removal. <br /> <br />At the February 5 meeting, Commissioner Haas Steffen suggested that the greatest benefit to the <br />City of Ramsey might be yet another option which would be to expand the use of methane by <br />conducting a nationwide search for business and/or industry which can utilize the methane energy <br />source. <br /> <br />Recommendation: <br /> <br />The City Council should discuss these matters and advise staff as to the approach which it would <br />like to pursue. <br /> <br />Council Action: <br /> <br />Discussion. <br /> <br />Review Checklist: <br /> <br />City Adrrfinistrator .
