RESOLUTION NO. 90-1 <br /> <br /> A RESOLUTION REQUESTING SUPPORT AND COOPERATION <br /> OF MEMBER CITIES REGARDING THE MANAGEMENT <br />OF WATER RESOURCES WITHIN THE LOWER RUM RIVER k~TERSHED <br /> <br /> WHEREAS, in 1985 the Cities of Andover, Anoka, Coon Rapids, and <br />Ramsey formed a joint powers agency known as the Lower Rum River Watershed <br />Management Organization to comply with requirements established by <br />Minnesota Laws of 1982, Chapter 509, and <br /> <br /> WHEREAS, the LRRWMO Commissioners have been meeting and preparing <br />a watershed management plan as directed by state law and the Commission has <br />operated doing the minimum required because it has been the belief of this <br />Commission that the four member cities wanted the Watershed Management <br />Organization to operate with the minimum interference to local control, and <br /> <br /> WHEREAS, since 1982 the concerns about water resources and water <br />quality have increased substantially as the metropolitan area has become <br />aware of water shortages and threats to underground and surface water <br />resources, and the responsibilities of the Commission have been increased <br />by the Legislature and by the realization that it is in the public interest <br />to protect our water supply and water quality, and <br /> <br /> WHEREAS, the Minnesota Legislature has been alerted to concerns <br />about a lack of uniformity in the manner in which water resources are being <br />managed in different areas of the metropolitan area, and the Legislature <br />established a task force known as the "Metropolitan Local Water Management <br />Task Force" to respond to the Governor and the Legislature on methods for <br />improving the way waters are managed in the metropolitan area, and that task <br />force has met and taken testimony from numerous interested agencies and has <br />conducted studies as to what has happened as a result of Chapter 509 and has <br />made a substantial number of recommendations to the Legislature on what <br />should be done to protect water quality and the water supply, and <br /> <br /> WHEREAS, a report entitled "Report of the Metropolican Local Water <br />Management Task Force to the Governor and Legislature of the State of <br />Minnesota" dated December 15, 1989, has now been circulated to water <br />management organizations and to cities, counties, and other agencies <br />concerned with the management of water in the metropolitan area, and said <br />task force report recommends a substantial number of legislative changes <br />requiring that water management organizations be responsible for managing <br />underground and surface water and for establishing an administrative <br />procedure which will provide uniformity in management practices, and the <br />recommendations of said report are currently being drafted into <br />legislation which will be introduced in the 1990 Legislature, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED By the Lower Rum River Watershed <br />Management Organization as follows: <br /> <br /> 1. The LRRWMO recommends to the four member cities that they <br />support their joint powers commission in carrying out the responsibilities <br />mandated by state and federal law and to manage water resources in <br /> <br /> <br />
