Bonding <br /> should be allowed for capitaI projects in addition to those undertaken pursuant to <br /> the Metropolitan F?ater Management Act. <br /> <br />#18 Amend the law to make it clear that WMOs, counties, cities and towns may le~y uj~ <br /> to the maximum amount allowed each year and accumulate funds for the jgur- <br /> poses of planning, implementation and financing capital pro)ects. <br /> <br />#19 <br /> <br />Amend the law to authorize ad valorem levies for capital projects on a "subwater- <br />shed"* basis. (* Subwatershed means any watershed area less than the entire <br /> <br />#20 <br /> <br />Amend the law to require metro watershed districts to comply with the "truth in <br />taxation" provisions of state law, i~tead of the budget headng process required in <br />Chapter 112. <br /> <br />ISSUE 6 <br /> <br /> kDtether local water management levies and bonds should be exempt from levy <br />limits and caps on net indebtedness. <br /> <br />Findings for Issue 6: <br /> <br /> The implementation of local water planning looks 10 to 20 years into the future. <br />Not enough attention has been paid to maintenance of public drainage systems and <br />stormwater ?stems. Many years of neglect and lack of planning has taken its toll on <br />our metro v, ater facilities. Additionally, the past philosophy of our society has been <br />to not recognize our natural and man-made water retention and conveyance <br />facilities as part of our infrastructure. <br /> <br />Page '12 <br /> <br /> <br />
