December '~ 5, '/ 989 <br /> <br />Metro Local Water Management Task Force Report <br /> <br />Addendum to Report <br /> <br />OTHER FINDINGS AND RECOMMENDATIONS <br /> <br /> The integration of surface water management and especially nonpoint source pol- <br />lution abatement (urban and agricultural runoff) with planning for and implementa- <br />tion of point source pollution management (wastewater) to meet water quality <br />standards is essential. In the Metropolitan Area, this need is particularly urgent, as <br />the issue has come to the forefront, particularly as a result of federal litigation <br />against the State of Minnesota, the Metropolitan Council and Metropolitan Waste <br />Control Commission. <br /> <br /> The Metropolitan Local Water Management Task Force heard presentations by <br />the Metropolitan Council on this issue. The issue was not contained within the eight <br />specific issues in the charge to the Task Force; however, the Task Force finds that <br />the integration of nonpoint so~,rce and po},n,t source pollution management is essen- <br />tial for effective and efficient water qualit3 management. Such integration may re- <br />quire changes to the existing institutional arrangements for surface water <br />management in the Metropolitan Area. <br /> <br /> Recommendation <br /> The Metropolitan Local Water Management Task Force recommends that the <br />Legislature consider the management structure necessary to integrate surface water <br />management, especially nonpoint source management, w/th planning for and im- <br />plementing wastewater management to achieve effective and efficient water quality <br />management in the Metropohtan Area. <br /> <br /> [Note: At the last meeting of the Task Force the Metropolitan Council submitted <br />this proposal for consideration. The Task Force decided to attach it as an addendum <br />to the report.] <br /> <br /> <br />
