CORE APPLICATION FOR FISHING PIER
AT RIVER'S BEND PARK

By= Merland Otto

C~SE # ~

Background=

As you may recall, last year the City submitted an application for
a fishing pier through DNR's Cooperative Opportunity for Resource
Enhancement (CORE) program. While we were unsuccessful in
obtaining a fishing pier, ranking 7 of 18 with five projects being
funded.

DNR requested that we let them know by January 1, 1990 if the City
wanted to amend or keep the application active. On December 12,
the Council voted to keep the application active and directed staff
to inform DNR. We transmitted this information to DNR on December
18, 1989.

We have attempted to reach past supporters of the project to obtain
updated letters and have also requested letters of support and/or
financial contributions from:

Anoka Area Girl Scouts
Viking Council - Boy Scouts
Ramsey Jaycees

Anoka Area 4H
Ramsey Senior Citizens
Ramsey Lions

The application information is due March 15 at DNR offices.

The construction cost of a typical (60') pier is approximately
$18,000. DNR's Fisheries Specialist for the region, Gerald
Johnson, indicated that they have preferred in the past to approve
those projects which have a local cost share since it stretches the
Cooperative Opportunity dollars to do more projects. While this
has been preferred, it has created problems and will not rule out
the possibility of approving projects with a smaller or no local
share.

If approved, the City must agree to be responsible for routine
maintenance, insurance and operation of the pier.

Enclosed for your information are:

2.
3.
4.
5.
6.

Copy of 1989 application.
Copy of letters of support (if available).
Sketch plans of pier.
Letter to DNR keeping application active.
Supplemental update.
Resolution.
