River's Bend Park is located in the southeast portion of the City of Ramsey. The park area is located near the oxbow of the Rum River which flows into the Mississippi River approximately two miles downstream. Existing facilities in the northern portion of the park include a softball and soccer field along with four tennis courts and parking lots. In 1989, the City improved the park facilities to allow people, regardless of their physical ability, to enjoy the park. Approximately 5,000 lineal feet of asphalt trails were established. Hard surfaced picnic areas accessible by paved trails from the parking lot or other trail segments were installed. Vehicular circulation facility dropping off and picking up senior citizens and handicapped users at a drop off area. Anoka County, currently constructing the 116 bridge crossing, will be installing a bebo structure for the park access road this spring. A limited parking area was developed for seniors and handicapped parking only. Additionally, 8 acres of native grass/forbes were seeded along with canopy tree cover and screening in the southern portion of the park. The City (pop. 12,000) has no lakes, but is bounded by the Mississippi and Rum Rivers. Fishing opportunities from shore, particularly those accessible to seniors and handicapped persons are limited due to terrain along the rivers and extensive private ownership. This project would further expand the facilities available by providing a fishing pier accessible from the handicapped parking lot.
