NAI~RA TI VE <br /> Explain ~hat project proposes to do and what it will <br /> <br />The. majority of public parks are designed based on criteria more appropriate for the young <br />and healthy portion of the population. In the IJn~ted States, it <br />people have limited mobility due to a ~empovary or a permanent physical handicap. Improved <br />medical technfques and an expanding population of older people are increasing th~s number ever3 <br />. year. <br /> <br />Ramsey does not currently provide a recreational facility which is specifically developed for <br />use by the handi'capped. The City of Ramsey recognizes the necessity of all citizens regardless <br />of theilr ~hysical disability to achieve the full development of .their social and personal <br />potential through the use and personal enjoyment of the environment. The park development <br />will be designed and constructed to encourage active participation in an outdoor setting.- <br /> <br />Increasing opportunities for fishing are often hampered by a iack-of physical access to fishin~ <br />waters particularly for the handicapped and elderly. Construction of a six foot wide asphalt <br />trail, which will accomodate two-way travel of wheelchairs, will' be'constructed from the <br />handicapped parking lot to the proposed fishing pier, thereby, providing access to a valuable <br />recreational facili'ty.
