CASE <br /> <br />ADOPT RESOLUTION ORDERING RIGHT-OF-WAY PLANS <br />FOR SUNFISH LAKE DRIVE BETWEEN <br /> SUNFISH LAKE BLVD. N.W. AND NOWTHEN BLVD. <br /> <br /> By: Pete Raatikka, city Engineer and <br />Mark S. Banwart, Community Development Director <br /> <br />Background/Observations: <br /> <br />As you may recall, on April 25, 1989, the Ramsey city Council <br />adopted the following Findings-of-Fact, Environmental Assessment <br />Worksheet and Resolutions regarding Cedar Hills, Chestnut Hills and <br />Windemere Woods Additions. <br /> <br />Name of Subdivision <br /> <br />Findinq of Fact <br /> <br />City Resolution <br /> <br />Chestnut Hills Addition <br />Cedar Hills Addition <br />Windemere Woods Addition <br /> <br />0251 89-04-84 <br />0252 89-04-85 <br />0250 89-04-83 <br /> <br />On May 11, 1989, the City of Ramsey received a letter from the <br />Minnesota Environmental Quality Board (EQB) acknowledging receipt <br />of a negative declaration and indicating that no EIS would be <br />prepared for the three subdivisions. The significant results of <br />the EAW identified three issues. These were: 1) wetlands; 2) <br />traffic; 3) sewer service. The issue of wetlands has been <br />addressed by a U.S. Army Corps of Engineers permit for wetland <br />mitigation, while the sewer service issue was resolved with the <br />expansion of the MUSA boundary on July 13, 1989. Your remaining <br />issue identified was that of traffic. Specifically the developers <br />need to confirm that they have road access from the southwest <br />portion of Cedar Hills Addition to Sunfish Lake Boulevard N.W. <br />and/or Industry Avenue N.W. and also gain access to Sunfish Lake <br />Boulevard N.W. via Sunfish Lake Drive N.W. (a private road). <br /> <br />On February 6, 1990, the City of Ramsey received a letter from Good <br />Value Homes, Inc. and Aradco, Inc. (dated February 5, 1990). The <br />letter states that concurrence with the two additional access point <br />issues and states that they intend on acquiring the southwest <br />access. The letter also is a formal petition to the City of Ramsey <br />to acquire the appropriate right-of-way for construction of an <br />east/west street from sunfish Lake Boulevard N.W. to the northwest <br />corner of Chestnut Hills Addition. <br /> <br />sunfish Lake Drive/147th Street N.W. is a Municipal State Aid <br />street which is eligible for MSA funding. However, in order to <br />receive funding, a right-of-way plan must be prepared and approved <br />by Mn/DOT prior to the expenditure of MSA funds. <br /> <br /> <br />
