Hartley, City Administrator <br /> <br />Background: <br /> <br />On February 21, 1990 the City Council met jointly with representatives from the cities of Anoka, <br />Andover and Coon Rapids to discuss the status of the Lower Rum River Water Management <br />Organization and certain proposed legislation.
