Case REVIEW OF FRONT STREET N.W. RENAMING; CASE OF ItAAKON JARNES By: Mark S. Banwart, Community Development Director Background: On December 12, 1989, the Ramsey City Council adopted a city ordinance changing the name of 138th Avenue N.W. and Riverdale Road N.W. to Front Street N.W. On February 13, 1990, the City of Ramsey received a letter from Haakon Jarnes stating his displeasure with the changing of Riverdale Road to Front Street. For your information, the following items are offered: A. Ramsey City Ordinance #89-29 AN ORDINANCE CHANGING THE NAME OF 138TH AVENUE N.W. AND RIVERDALE ROAD N.W. TO FRONT STREET N.W. B. Letter from Haakon James, Alpaca Estates ('February 12, 1990) Observations: As you may recall, the case write-up for changing the street name of 138th Avenue N.W. and Riverdale Road N.W. to Front Street N.W. indicated that since 1987, the City has been actively involved in the development of a street running parallel to and South of Highway #10 N.W. The case indicated that portion of the street was named either Front Street or 138th Avenue. And furthermore, in recognition that Riverdale Road was of the same alignment as Front Street, it would seem appropriate that it too would have it's name changed to Front Street N.W. Although it is the sole prerogative of the City to name streets, it has been City policy to closely adhere to the street naming format as was proposed by the Anoka County Surveyor's Office several years ago. It is not uncommon for developers to propose that street names be changed to adhere to the street naming scheme. The street naming policy was in effect prior to the recording of Alpaca Estates Addition on October 15, 1980. Prior to the recording of the plat, it should have been noted that there were no roads in the City of Ramsey, rather there are Avenues, Streets, Lanes, Courts, not to mention the occasional Ch'cie. The City of Ramsey staff makes a point of total cooperation with the Ramsey Fire Department and Ramsey Police Department in addition and recognition of the Anoka County Communications Management (911). In addition, the City of Ramsey is coordinating and correcting a number of street names and/or address number errors that have existed for some period of time. Although Mr. James implies in his letter that there is a monetary loss to his property due to a street name change, there seems to no substantiated evidence for this claim.
