beanng roadways that have adequate capacity to accommodate landfill generated <br />traffic. <br /> <br />c) The characteristics of the. wastes processed or waste products that will be accepted. <br /> <br />d) <br /> <br />The ability of the applicant to prevent violations of state and federal water quality <br />standards. <br /> <br />e) <br /> <br />The ability to prevent contaminant discharge in excess of U.S. Environmental <br />Protection Agency human health risk criteria. <br /> <br />f) The ability to control unregulated substances adequately. <br /> <br />g) <br /> <br />The nature of the v,,ater resources including their existing use and potential for use <br />(potential for use exists if a withdrawal rate of one gallon/minute can be sustained). <br /> <br />h) <br /> <br />The underlying soils and hydrogeologic conditions (including depth to bedrock, <br />soil texture, permeabiliD, of underlying materials and groundwater flow panems). <br /> <br />i) <br /> <br />Whether the applicant's proposed engineering control and management technologies <br />provide the levels of protection afforded by other available technologies or <br />ahernative waste disposal processes. <br /> <br />J) <br /> <br />Whether the proposed use would adversely impact the ~oundwater or soils on ~he <br />site. <br /> <br />k) <br /> <br />Whether the applicant will provide for appropriate handling and treatmem of surface <br />water runoff, wastewater and collected leachate. <br /> <br />12. REPORTS, PLANS, MONITORING <br /> <br />The permit holder shall submit to the CID'), three (3) copies of all documents, reports, plans and test <br />results which are required by any re~alatow agency. Similarly, the CiB' shall be provided three (3) <br />copies of all regulator5, agency's(les) licenses, permits, reports, agreements and agency <br />communications pertaining to health, safety and welfare issues resulting from landfill activities. <br />The permit holder shall promptly provide said copies to the Cie,., Administrator at no expense to the <br />Cit.',,. <br /> <br />Annually at least 30 days prior to conditional use permit review the permit holder shall submit a <br />complete evaluation and trend analysis of all water quality monitoring tests for that year. Such <br />evaluation shall include but not be limited to discussion of such items as: <br /> <br />frequency of tests <br /> <br />b) changes in monitoring well locations, numbers or conditions of wells <br /> <br />c) contaminants detected whether these exceed or are within allowable limits <br /> <br />d) intervention levels and allowable limits for all contaminants tested <br /> <br />e) comparison of test results from one year to previous >,ears <br /> <br />f) recommendations as appropriate. <br /> <br /> <br />
