beanng roadways that have adequate capacity to accommodate landfill generated traffic. c) The characteristics of the. wastes processed or waste products that will be accepted. d) The ability of the applicant to prevent violations of state and federal water quality standards. e) The ability to prevent contaminant discharge in excess of U.S. Environmental Protection Agency human health risk criteria. f) The ability to control unregulated substances adequately. g) The nature of the v,,ater resources including their existing use and potential for use (potential for use exists if a withdrawal rate of one gallon/minute can be sustained). h) The underlying soils and hydrogeologic conditions (including depth to bedrock, soil texture, permeabiliD, of underlying materials and groundwater flow panems). i) Whether the applicant's proposed engineering control and management technologies provide the levels of protection afforded by other available technologies or ahernative waste disposal processes. J) Whether the proposed use would adversely impact the ~oundwater or soils on ~he site. k) Whether the applicant will provide for appropriate handling and treatmem of surface water runoff, wastewater and collected leachate. 12. REPORTS, PLANS, MONITORING The permit holder shall submit to the CID'), three (3) copies of all documents, reports, plans and test results which are required by any re~alatow agency. Similarly, the CiB' shall be provided three (3) copies of all regulator5, agency's(les) licenses, permits, reports, agreements and agency communications pertaining to health, safety and welfare issues resulting from landfill activities. The permit holder shall promptly provide said copies to the Cie,., Administrator at no expense to the Cit.',,. Annually at least 30 days prior to conditional use permit review the permit holder shall submit a complete evaluation and trend analysis of all water quality monitoring tests for that year. Such evaluation shall include but not be limited to discussion of such items as: frequency of tests b) changes in monitoring well locations, numbers or conditions of wells c) contaminants detected whether these exceed or are within allowable limits d) intervention levels and allowable limits for all contaminants tested e) comparison of test results from one year to previous >,ears f) recommendations as appropriate.
