CASE <br /> <br />ENGINEERING DEPARTMENT STATUS <br />By: Kay McAIoney, Personnel Coordinator <br /> <br />Background: <br /> <br />At the Personnel Committee meeting on February 28, 1990, the Personnel Committee and City <br />Staff discussed the job description drafted for the position of City Engineer. The draft job <br />description, employment agreement and advertisement are enclosed for your review. <br /> <br />The Personnel Committee and Staff discussed the proposed salary grade. It was recommended by <br />staff that the salary grade for this exempt, Department Head position be a "7" because the <br />qualifications are consistent with the City's current salary grade 7. The qualification that Staff <br />recommends is for the City Engineer to have a minimum of two years civil engineering after <br />registration, which means that the person would have four years experience coming to the C/ty of <br />Ramsey. To obtain qualified applicants, the advertisement states that all applicants are to submit <br />salar3' history and requirements. This will provide us with the necessary information to remain <br />competitive with the market. <br /> <br />The advertisement will mn for two weeks in the following publications: Minneapolis Star Tribune, <br />Elk River Star News, Anoka County Union, St. Cloud Daily Times, and the St. Paul Pioneer <br />Press. Enclosed is information on the approximate cost of advertising in these publications. <br /> <br />To meet Affn'mative Action and Equal Employment Opportunity requirements, the Minnesota <br />Department of Human Rights has provided a report for "recruitment of employees." This report <br />suggests that help-wanted advertising be placed in the "protected class" oriented news media, in <br />addition to publications we normally use. The report also suggests using organizations and <br />agencies such as LEAP (Labor Education Advancement Program), NAACP (National Association <br />for the Advancement of Colored People), State Employment Services, and NOW (National <br />Organization for Women), requesting minority, female and disabled employees.
