CASE

QUAD CITIES CABLE TV
By: Dave Hartley, City Administrator

Background:

Quad Cities Cable TV has requested that the City of Ramsey begin taping two programs per
month. One program would focus on City Council meetings and be called "Ramsey Council
Update" and the other program would focus on services offered by the City and be entitled
"Ramsey Resident Report." At the Personnel Committee meeting on February 28, 1990, there was
discussion regarding staff time used for the Quad Cities Cable TV program. It has been
determined that in order to put on a quality, informative program it would take 10 hours per week
of staff time, including time for choosing topics, researching and taping. To confirm this, staff
called the City of Champlin and the person responsible for the Cable TV taping stated that 10 hours
seems accurate for two programs per month.

Members of the Personnel Committee, as well as some Deparunent Heads, are concerned about the
amount of time needed for the program, stating that the program may be at the expense of other
City functions. The Personnel Committee recommended that the case be reviewed by full City
Council to determine the status of the Quad Cities Cable TV program.

Terry O'Connell, Cable TV Manager for Quad Cities, has been notified of this discussion.

Review Checklist:

City Adminis~'ator .._X_X
City Attorney
City Engineer
Community Development Director
Personnel Coordinator "X

Finance Officer X
Chief of Police
Public Works Supervisor
Fire Chief
Personnel Committee . .)~
