CASE

OPTICAL SCAN UNITS FOR VOTING
By: David R. Hartley, City Administrator

Background:

A report was prepared by Arlene Stafford and circulated at our last regular meeting detailing the
course of events that have led to Anoka County's selection of the optical scanning units to be used
by cities. I agree fully with Ms. Stafford's conclusion and opinion regarding the financial
prudence of this decision. However, the City of Ramsey is dependent upon Anoka County for
maintaining the existing punch card system of counting votes and it is apparent that that system will
no longer be supported by Anoka County. Therefore, the City of Ramsey may wish to enter into
the joint powers agreement for the purpose of purchasing optical scan equipment and take
advantage of the County's offer to pay for the cost of programming and procurement.

Council Action:

Motion to authorize the Mayor and City Administrator to enter into joint powers agreement with the
County of Anoka for the purpose of acquiring optical scan voting equipment.

Review Checklist:

City Administrator
City Attorney
City Engineer
Community Development Director
Public Works Supervisor

X

Chief of Police
Finance Officer
Planning & Zoning Commission
Park & Recreation Commission
Arlene Stafford

X

q7
