Ashley, Finance Officer <br /> <br />March 26, 1990 <br /> <br />Budget and Property Tax Levy for Taxes Payable in 1991 <br /> <br />The following information has been received: <br /> <br />August 1,1990 <br /> <br />Department of Revenue is to certify LGA amounts to all Cities and <br />certify levy limits to Cities with populations over 2,500 <br /> <br />September 1, 1990 <br /> <br />All Home Rule and Statutory Cities shall adopt a proposed budget <br />and certify proposed property tax levy to the County Auditor for <br />taxes payable in 1991. <br /> <br />The City may not exceed the levy limit it certifies in September when it certifies it's final levy. <br /> <br />November 10, 1990 <br /> <br />The County Auditor must prepare and the County Treasurer must <br />property,mail notices of proposed property taxes to each individual parcel of <br /> <br />Cities are not responsible for the preparation or the mailing of these notices, but may have to <br />share in the cost of preparation and mailing. ~" <br /> <br />November 15 to Our City must hold public hearings to adopt the final <br />December 20, 1990 budget and final property tax levy. The City Council must discuss <br /> the percent increase in property taxes (if any) and the specific uses <br /> of the increased tax revenues. The City may amend it's budget and <br /> levy, but must adopt a final budget and levy at the public hearing. <br /> The hearing must be after 5:00 p.m. if scheduled for any day other <br /> than a Saturday. Hearings may not be on Sundays. <br /> <br />At the time the City schedules the initial budget hearing, it must also schedule a time and place <br />for a second hearing. This gives advance notice of continuation of the hearing in the event of a <br />recess of the first hearing. <br /> <br />The Commissioner of Revenue must coordinate hearing dates, to avoid overlapping schedules <br />with the Counties and School Districts. It is likely however, that County Auditors will again <br />perform this function. <br /> <br /> <br />
