RESOLUTION APPROVING AN AMENDMENT TO THE TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 2 BE IT RESOLVED By the City Council of the City of Ramsey, Minnesota as follows: Section 1. Recitals. 1.01. The City established Tax Increment Financing District No. 2 (TIF District) within Development District No. 1 (Development District) on June 30, 1986 and modified the Tax Increment Financing Plan (Plan) therefor on March 29, 1988, all pursuant to Minn. Stat., Sections 469.124 through 469.134 (Development District Act) and Minn. Stat., Sections 469.174 through 469.179 (TIF Act). 1.02. The City has determined a need to amend the Plan for the TIF District, and authorized preparation of the document entitled "Amendment to Tax Increment Financing Plan, Tax Increment Financing District No. 2 within Development District No. 1, City of Ramsey, Minnesota," dated April 24, 1990 (Amendment). 1.03. The Amendment was referred to the Ramsey planning and zoning commission, which found that the Amendment conforms to the general plan for the development of the City as a whole. 1.04. Copies of the Amendment have been forwarded to Independent School District No. 11 and to Anoka County along with a notice of the public hearing as required by the Acts. 1.05. Independent School District No. 11 and Anoka County both notified the City in writing of their intent to waive the 30-day notice period in advance of the public hearing, as provided in Section 469.175, Subd. 2 of the TIF Act. 1.06. The City Council has fully reviewed the contents of the Amendment and on April 24, 1990 conducted a public hearing thereon at which the views of all interested persons were heard. 1 la&
