February 27, 1990 <br />Page 2 <br /> <br />Parkinq and circulation <br /> <br />The overall building area is 50' by 80' with approximately 2,600 <br />square feet of retail space. Based on City Code, a minimum of 13 <br />spaces are required for retail space plus additional parking for <br />the employees. The site plan shows a total of 18 spaces. As <br />indicated in my letter regarding the sketch plan review of the <br />Hauser Addition, access to the site should be limited to 146th <br />Avenue N.W. Therefore, we would recommend that the existing access <br />from Armstrong Boulevard be removed. Also, the proposed access to <br />146th Avenue N.W. should be located at least 150 feet from the <br />centerline of Armstrong Boulevard to provide for stacking of <br />vehicles on 146th Avenue. This would require the relocation of the <br />proposed building to the south. The applicant may wish to consider <br />relocation, of some of the parking on the north side of the <br />building. <br /> <br />Concrete Curb (B612) should be used on the perimeter of all parking <br />areas and the access drives. Curb is not shown on the plan with <br />the exception of the integral curb along the sidewalk. <br /> <br />Landscape <br /> <br />The landscape plan shows two blue spruce, one green ash and several <br />foundation plantings. City Code requires that landscaping be <br />provided along all streets. The applicant may wish to consider <br />using all ash along both 146th Avenue and Armstrong Boulevard. If <br />blue spruce are to be used, the minimum height requirement is 5' <br />rather than the 2-1/2" diameter as specified. The preferred <br />underlay material for rock mulch is "Duon" landscape fabric or <br />equal. If poly is used in lien of fabric, the minimum thickness <br />of the poly should be 6 mils. The planting bed and trees near the <br />driveway must be at least 20' from any drive or street. All <br />remaining areas must be seeded, sodded, or other ground cover <br />established. <br /> <br />Storm Drainaqe <br /> <br />Drainage from this site is proposed to flow north along Armstrong <br />Boulevard. Provisions should be made to drain the site to the <br />ditch along Armstrong Boulevard. The plan shows the grading on <br />the south side of the building sloping towards the building. Also, <br />the plan shows 12 inch corrugated metal pipes proposed under the <br />driveways on 146th Avenue N.W. The design of 146th Avenue N.W. is <br />a suburban design without a ditch. Therefore, no culverts are <br />required. <br /> <br /> <br />
