1.4. No licensee or agent of such licensee shall sell a used motor vehicle or rent a motor vehicle intended for 'use upon the public highways without first certifying in writing that said used motor vehicle complies with the requirements of Minnesota Statutes, Section 169 and that it is in cendition and repair to render, under normal use, satisfactory nnd adequate service upon the highway at the time of delivery. 15. The failure of tide licensee or his agent to deliver to the purchaser the certification required by this section and the deliv- ery of such ce. rtificat~on knowing the same to be false or misleading shal. 1 constitute a violation of this section. ].6. It shall be unlawful for any licensee or agent of such J. icensee to refuse to furnish, upon request of a prospective purchaser, the name of the previous owner of any used motor vehicle offered for s a ].e. 1.7. The provision of this section shall apply to all sales, whether or not the motor vehicle sold or advertised for sale is owned by sucl~ ]icensee, or whether he is acting as an agent or consignee for tile owner. 1.8. l,[censee or his agent shall sell only used motor vehicles to which l it'ensee has registered title; and it shall be unlawful for any licensee or his agent to jump or transfer title of any motor vehicle from any seller to licensee or his agent directly to any purchaser of 1.~c'ensee ;tnd/or hJ.s agent. 11.9. Itl addition to revocation as provided by Section 130.018 of this code, tide city council may revoke any license issued under this ordi~ance upon adeqnate notice and a hearing before the city council, if requested, on tim following grounds. 130. O112 a. Any violation of this code; b. Revocation of used or second-haad motor vehicle ]~cense by the State of Minnesota; c. Failure of continued occupancy of an estnblished place of business; d. Material misstatement or misrepresentation in application for license or renewal thereof; Failure to keep the licensee's premises in an orderly, aesthetically pleasing manner as pre- scribed by the city council and/or its designat- ed representative.
