POLICY ON STREET RESTORATION <br />By= Pete Raatikka, City Engineer <br /> <br />Background: <br /> <br />As requested by Councilmember Peterson, <br />alternative policy regarding restoration <br />projects in existing developments. <br /> <br /> I have prepared an <br />on street improvement <br /> <br />As you are aware, the city's current policy has been to leave <br />restoration to the residents. This gave the homeowner the option <br />of either seeding or sodding and in some cases, homeowners have <br />elected to do nothing. This policy was adopted in the early 1980's <br />after the City had seeded and restored boulevards on several <br />properties. Many residents expected the seeded boulevards to turn <br />into. established lawns without any effort on their part. In many <br />instances, the grass died due to lack of rainfall. Also in some <br />cases sod has died due to lack of rainfall and watering by the <br />resident. Therefore, the City Council decided to delete <br />restoration from assessed street projects. The Council at that <br />time felt that a homeowner could do the work for less money and he <br />would also maintain it better. <br /> <br />Based on current bid prices and a typical 200 foot wide lot, the <br />cost of sodding on a City street project would cost approximately <br />$1,200 and the cost of seeding would be approximately $500 which <br />includes the installation of topsoil. <br /> <br />Following are possible alternatives the Council could adopt <br />regarding street restoration: <br /> <br />Alternate I - Minimal Restoration <br /> <br />Restore areas susceptible to erosion by utilizing seeding and <br />mulch, sod on slopes greater than 3 percent and bale checks. <br /> <br />Alternate II - Seeding and Mulch <br /> <br />Restore all areas with seed and mulch and provide erosion control <br />for areas susceptible to erosion. <br /> <br />Alternate III - Restore to Existing Conditions <br /> <br />Restore all areas equal to those existing conditions prior to the <br />street construction. Areas with sod would be sodded and areas with <br />grass would be seeded. <br /> <br />Alternate IV - Sod all Areas <br /> <br />Restore all areas with sod regardless of the existing condition. <br /> <br /> <br />
