And, therefore, the <br />First Amendment will be modi -- not modified, but will be <br />subordinate to ~ose interes=s only if the ordinance <br />adopted is contact neutral; meaning that we're no~ <br />expressing freedom of expression, we're concerned with <br />the legitimate dangers created by secondary affects of <br />adult enter~ainmen= or sexually orienaated businesses. <br /> <br /> Now, in t~e pas~ many cities ~ave s~udied this <br />issue. ;~nat are =n~-seconda£y affects of adult <br />en~ertainmenZ uses?
