Landfills located within 5000 feet of any runway used only by <br />piston-type aircraft." (See Attachment B, Order 5200.5). <br /> <br />The proposed landfill location does not meet the 5000 fee~ Order 5200.5 <br />requirement and would therefore be considered an airport hazard and an incom- <br />patible use by FAA. Hazards which would be created by the landfill due to its <br />close proximity to the airport include bird strikes, airborne dust, and air- <br />borne debris. The FAA has found sanitary landfills to be artificial attrac- <br />tions t~ birds, leading to an increase in the probability of bird strikes. <br />The FAA recommends the airport owner should use its. influence and best'efforts <br />to close or contrql landfill opera~ions within the general vicinity of the <br />airport. <br /> <br />FAA Advisory Circular (AC 150/5300-4B, Change 8) further identifies sanitary <br />landfills as airport hazards. The Circular states: <br /> <br />"Airport hazards have a substantial adverse effect upon the safe and effi- <br />cient use of the airport by aircraft and upon the safety of persons and <br />property located on or near the airport. The term object as used in the <br />following paragraphs includes, but is'not limited to above ground struc- <br />tures, people, equipment, vehicles, aircraft, natural growth, and terrain. <br />The following objects a~e airport'hazards and must be removed: <br /> <br />Garbage dumps or landfills located within 5000 feet (1500 m) of <br />a non-turbojet runway or 10,000 feet of a turbojet runway that <br />may attract birds on or around the airport." <br /> <br />The preliminary design for the proposed landfill has been submitted to FAA for <br />review. The FAA response, Aeronautical Study No. 89-AGL-2415-OE, is attached <br />to this memorandum as Attachment C. <br /> <br />Although the existing Anoka Regional SAnitary Landfill (ARSL) and the proposed <br />Site P landfill are separate and unrelated facilities, the FAA views the <br />Site P proposed landfill as a horizontal and vertical expansion of the ARSL. <br />This explains FAA's reference to "vertical expansion" on page 2 of <br />Attachment C. Essentially, because of the airport's proximity, FAA views any <br />landfill at Site P as exceeding its height criteria. <br /> <br />FAA's view of this issue is the same irrespective of whether the proposed <br />facility were to be used for municipal solid waste or ash. <br /> <br />The Aviation Chapter of the Metropolitan Council's Development Guideline, <br />adopted on May 8, 1986, addresses specific policies with respect to airport <br />land use compatibility. The Aviation Chapter states: <br /> <br />Systems Compatibility <br /> <br />"l . <br /> <br />Airport operations and land uses surrounding an airport should <br />be compatible with each other and with the role and function <br />assigned to the airport. Where an incompatibility exists, <br />affected agencies and jurisdictions should develop a program to <br />mitigate the incompatibility in both operations and land use. <br /> <br />-2- <br /> <br /> <br />
