ORDER <br /> <br />DEPARTMENT OF TRANSPORTATION <br /> FEDERAL AVIATION ADMINISTRATION <br /> <br />5200. 5 <br /> <br />SUB J: FAA GUIDANCE CONCEP~tING SANITARY I_&NDFiLLS ON OR NqEAR AIRPORTS <br /> <br />PURPOSE. This order .provides guidance concerning the elimination or <br />monitoring of Open dumps, waste disoosal sites, and sanitary landfills <br />on or in the vicinity of airports. <br /> <br />o <br /> <br />DISTRIBUTION. This order is distributed to Washington headquarters and <br />Regional Airports, Flight Standards and Air Traffic offices to divisicn <br />level; all Airports District Offices; and Flight Standards and Air <br />Traffic field facilities. <br /> <br />BACKGROUND. Garbage duu~s, sanitary tandfill~ or whatever title is <br />used for this type of operation attract rodents and birds, erodes <br />the airport environ,-~nt, and where the d,u=-m is ignited, creates smoke - <br />all which are undesirable and are potential hazards to avia=ich. <br /> <br />'While the chance of an unforeseeable, random bird strike in flight will <br />al-~ays exist, it is never-~heless pos'sible to define the high-risk <br />conditions within fairly narrow limits. %~ose high-risk conditions <br />exist in the take-off, climb-out, approach and landing areas on and in <br />the vicinity of airports. 'The increasing number of bird strikes reported <br />on aircraft has become a matter of concern to the F.~.& and to airport <br />managem~ntl Various studie's and observations have resulted i~ the <br />conclusion that sanitary landfills are ar=ificial attractants to birds. <br />Accordingly, landfills located in the vicimity of an airport ~my be <br />incompatible with safe flig.ht operations. Those conditions that are not <br />compatible must be eliminated, to the extent practicablei Airport <br />owners need guidance in mak.ing this decision, and the FAA must be in <br />a positi°n to assist. Some airports are not under the jurisdiction <br />of the communit7 or local governing body having contr61 of land usage <br />in the vicinity of the airport, tn these cases, the airport o'~ner should <br />use its influence and best efforts to close or control landfill opera_- <br /> <br />tions within the general vicinity of the airport. <br /> <br />ACTION. <br /> <br />a o <br /> <br />Sanitary landfills located within the areas established for an <br />airport by these guidelines as set forth in paragraph 5 of this <br />order should be closed.
