ORDER

DEPARTMENT OF TRANSPORTATION
FEDERAL AVIATION ADMINISTRATION

5200. 5

SUB J: FAA GUIDANCE CONCEP~tING SANITARY I_&NDFiLLS ON OR NqEAR AIRPORTS

PURPOSE. This order .provides guidance concerning the elimination or
monitoring of Open dumps, waste disoosal sites, and sanitary landfills
on or in the vicinity of airports.

o

DISTRIBUTION. This order is distributed to Washington headquarters and
Regional Airports, Flight Standards and Air Traffic offices to divisicn
level; all Airports District Offices; and Flight Standards and Air
Traffic field facilities.

BACKGROUND. Garbage duu~s, sanitary tandfill~ or whatever title is
used for this type of operation attract rodents and birds, erodes
the airport environ,-~nt, and where the d,u=-m is ignited, creates smoke -
all which are undesirable and are potential hazards to avia=ich.

'While the chance of an unforeseeable, random bird strike in flight will
al-~ays exist, it is never-~heless pos'sible to define the high-risk
conditions within fairly narrow limits. %~ose high-risk conditions
exist in the take-off, climb-out, approach and landing areas on and in
the vicinity of airports. 'The increasing number of bird strikes reported
on aircraft has become a matter of concern to the F.~.& and to airport
managem~ntl Various studie's and observations have resulted i~ the
conclusion that sanitary landfills are ar=ificial attractants to birds.
Accordingly, landfills located in the vicimity of an airport ~my be
incompatible with safe flig.ht operations. Those conditions that are not
compatible must be eliminated, to the extent practicablei Airport
owners need guidance in mak.ing this decision, and the FAA must be in
a positi°n to assist. Some airports are not under the jurisdiction
of the communit7 or local governing body having contr61 of land usage
in the vicinity of the airport, tn these cases, the airport o'~ner should
use its influence and best efforts to close or control landfill opera_-

tions within the general vicinity of the airport.

ACTION.

a o

Sanitary landfills located within the areas established for an
airport by these guidelines as set forth in paragraph 5 of this
order should be closed. If a sanitary landfill is determined as

Distribution: WRAS/AT/F$-2; FFS-O, FAT-O,
FAS-1 (Normal)

Initiated By: 23.S-680
