10. <br /> <br />We have pointed out to Mn/DOT that a crosswind concept would <br />not be approved by the City or Metropolitan Council since it <br />would require land to be acquired within "Site P". By <br />statute, the City and MC cannot approve a plan which utilizes <br />the proposed landfill site if that use could jeopardize siting <br />of a landfill. <br /> <br />"could the city help with improvements to the existing airport <br />without making it municipal?" <br /> <br />The position the city has.taken in the recent past is to not <br />expend any resources on the privately owned facility (e.g <br />snowplowing). I believe that it would be short-sighted to <br />expend public dollars on a private facility without some <br />assurance that the investment would provide a useable facility <br />for some time into the future. This is the reason that Mn/DOT <br />and FAA request assurances that the facility will be operated <br />in a certain manner over a period of time. <br /> <br />The City should also consider any liability associated with <br />such an investment if they cannot meet design standards or if <br />the owners could not meet financial obligations. In addition, <br />the city should consider why it would want to fund <br />improvements perhaps at a 100% level rather than taking <br />advantage of user generated funds available through State and <br />Federal programs. <br /> <br />5 <br /> <br /> <br />
