I I I I I ! I I I I I I I I I I I I I CASE REVIEW LAW ENFORCEMENT LABOR SERVICES (LELS) ARBITRATION AWARD AND APPROVE MEMO OF UNDERSTANDING By: David R. Hartley, City Administrator Background: On April 25, 1990 Arbitrator William Berquist issued his award in the matter of arbitration between Law Enforcement Labor Services, Inc. and the City of Ramsey, Minnesota. This arbitration award must be implemented in the form of a contract between LELS and the City of Ramsey. A draft contract has been prepared with strike-out/underline indicating language from the previous contract which has been removed and language that has been added. Also enclosed is a table showing the City's. position during arbitration, the Union's position and the final arbitration award. As a matter of implementing a provision that was agreed upon prior to arbitration regarding the buy-back of holiday time, a memorandum of understanding is needed. This memorandum would identify the initial implementation of this provision since the language and the contract provides for a buy-back option at only two specific times during the calendar year. That memorandum is also enclosed. Recommendation: It is staff's recommendation that the City Council authorize the execution of the memorandum of understanding and authorize the Mayor and City Administrator to execute the labor agreement between LELS and the City of Ramsey in the substantial form in which it is presented. ~ Council Action: Motion to authorize the Mayor and City Administrator to, on behalf of the City of Ramsey, offer the enclosed memorandum of understanding and labor agreement to Law Enforcement Labor Services, Inc.
