Hartley, City Administrator <br /> <br />Background: <br /> <br />On April 25, 1990 Arbitrator William Berquist issued his award in the matter of arbitration <br />between Law Enforcement Labor Services, Inc. and the City of Ramsey, Minnesota. This <br />arbitration award must be implemented in the form of a contract between LELS and the City <br />of Ramsey. A draft contract has been prepared with strike-out/underline indicating <br />language from the previous contract which has been removed and language that has been <br />added. Also enclosed is a table showing the City's. position during arbitration, the Union's <br />position and the final arbitration award. <br /> <br />As a matter of implementing a provision that was agreed upon prior to arbitration regarding <br />the buy-back of holiday time, a memorandum of understanding is needed. This <br />memorandum would identify the initial implementation of this provision since the language <br />and the contract provides for a buy-back option at only two specific times during the <br />calendar year. That memorandum is also enclosed. <br /> <br />Recommendation: <br /> <br />It is staff's recommendation that the City Council authorize the execution of the <br />memorandum of understanding and authorize the Mayor and City Administrator to execute <br />the labor agreement between LELS and the City of Ramsey in the substantial form in which <br />it is presented. ~ <br /> <br />Council Action: <br /> <br />Motion to authorize the Mayor and City Administrator to, on behalf of the City of Ramsey, <br />offer the enclosed memorandum of understanding and labor agreement to Law Enforcement <br />Labor Services, Inc. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Director <br />Public Works Supervisor <br /> <br />X Chief of Police X <br /> Finance Officer <br /> Planning & Zoning Commission <br /> Park & Recreation Commission <br /> Other <br /> <br /> <br />
