That if the City's proposed increases of 3.4% for 1989 <br /> were awarded, the top patrol rate would be $2,835.00 per month and <br /> 72% of that would make a starting rate of $2,041.20 per month, <br /> $17.16 higher than the 1989 average starting rate of Stanton <br /> Group V cities of $2,023.84 per month° <br /> <br /> The City noted that it has no problem in recruiting and <br /> selection of police employees and thus sees no need to continue the <br /> 79% starting rate of the top patrol rate. <br /> <br /> The City further argued that the Union has not offered any <br />compelling reason for not bringing the 1989 and 1990 starting rates <br />more closely in line with the Stanton Group V average starting <br />rates which indicate in 1989 $2,023.84 per month. <br /> <br /> It also noted that the starting rate at 72% of the top <br />patrol rate would not adversely affect the two new police officers <br />hired in 1990, since the City indicated at the hearing that it <br />would "grandfather" the two new officers and their starting rates <br />would not be less than 79% of the new top patrol rate for 1990. <br /> <br /> It argues that the arbitrator should establish the starting <br />rates for 1989 and 1990 at 72% of the new top patrol rate so as to <br />bring it more in line with the external'comparables and to allow <br />for potential cost savings in the future hiring of new patrol <br />officers. <br /> <br />18 <br /> <br /> <br />
