Added to these costs are others for retraining of <br />employees, rehandling of mail, and updating of computerized <br />address systems. <br /> <br />We can appreciate city officials' concerns about agencies which <br />use ZIP Codes for their own purposes, for example, to assess <br />insurance rates. The Postal Service has no authority over their <br />incorrect use of ZIP Codes, since the Codes are assigned only as <br />an operational tool used to facilitate mail distribution. We <br />cannot adjust our delivery systems <br /> to <br /> conform <br /> to <br /> the <br /> individual <br />administrative needs of other agencies or organizations. Our <br />delivery boundaries and routes are constantly reviewed and <br />adjusted to ensure that the public is receiving the most <br />efficient, cost-effective mail service possible. <br /> <br />We will continue to evaluate this situation, but any future <br />changes must be based on' operational needs, not commercial <br />or other considerations that are not within the purview of <br />this agency.
