City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 · (612) 427-1410 <br /> <br />June 12, 1990 <br /> <br />Mr. Dean Broin <br />U.S. Dept. of HUD <br />220 South 2nd Street <br />Minneapolis, MN 55401 <br /> <br /> Re: City of Ramsey/Compliance with MC <br /> Rural Use Policies <br /> D~a~ Mr. Broin: <br />"It is our understanding that FHA is considering the implementation <br />· of a policy which would prohibit financing of homes within the <br /> metropolitan rural use area unless the community is in compliance <br /> with Metropolitan Council's "4 in 40" policy. <br /> <br />The City of Ramsey received Metropolitan Council's approval to <br />expand the Metropolitan Urban Service Area (MUSA) subject to <br />conditions which updated city policies in the r~ral use area and <br />implementation of."4 in 40" zoning. As you are aware, MC will not <br />approve MUSA expansions unless the City complies or agrees to <br />comply with MC policies within'a certain time period. <br /> <br />As a condition of implementing "4 in 40" zoning, all plats and <br />PUD's which were in the process and received approval' of the <br />preliminary plat or PUD by January 1, 1990 were allowed to continue <br />under the then existing zoning (2.5 acre or PUD with 2.5 acre <br />density). <br /> <br />We are enclosing herein the following information as evidence that <br />the City is in compliance with MC's "4 in 40" rural use policies: <br /> <br />1. July 20, 1989 letter from MC approving the MUSA expansion. <br /> <br />List and map of subdivisions which were ~n process and <br />received preliminary approvals prior to January 1, 1990. <br /> <br />3. Resolutions: <br /> <br />89-06-129 - <br />89-06-130 <br /> <br />Revisions to on-site systems. Ordinance and <br />soils ordinance adopted 6/13/89. <br />Sanitary sewer ordinance amendments. <br /> <br /> <br />
