CASE <br /> <br />By: <br /> <br />ESTABLISHMENT OF PERMANENT BENCHMARKS <br /> IN THE CITY OF RAMSEY <br />Sylvia Frolik, Acting Community Development Director and <br /> Peter Raatikka, City Engineer <br /> <br />Background/Observations: <br /> <br />Since August 1, 1989, the Ramsey Planning and Zoning Commission has been reviewing <br />establishment of information required on Certificates of Survey. A Certificate of Survey is <br />required by Minnesota State Building Code as a prerequisite to issuance of a building permit. <br /> <br />On January 21, 1986, the City of Ramsey received benchmarks and high water elevations for the <br />City of Ramsey as authorized ~t the November 12, 1985 City Council meeting. One hundred <br />twenty-six additional benchmarks were located and/or installed within the rural area of the City. <br /> <br />On March 6, 1990, the Ramsey Planning and Zoning Commission recommended that City Council <br />authorize the City Engineer to proceed to establishment of vermanent benchmarks in the City of <br />Rarnsey in order that surveyors will have reliable benchmarks from which to work. <br /> <br />On April 3, 1990, the Ramsey Planning and Zoning Commission reviewed the survey benchmark <br />issue. <br /> <br />A letter dated April 19, 1990 from James M. Winter, Surveyor with Hakanson Anderson <br />Associates,Inc. clarified items of Planning and Zoning Commission concern. <br /> <br />At the May 8, 1990 City Council meeting, Councilmember DeLuea suggested that requiring <br />CertW~eates of Surveys for all properties sold in the City of Ramsey would be a way to start <br />eliminating problems, especially situations of easement not being recognized. <br /> <br />For your information, the following items are offered: <br /> <br />Letter from James M. Winter, Surveyor with Hakanson Anderson Associates, Inc. <br />(Aprn 3, 1990) <br /> <br />B) <br /> <br />Letter from James M. Winter, Surveyor with Hakanson Anderson Associates, Inc. <br />(April 19, 1990) <br /> <br />C) Proposed Information Required on Certificate of Survey <br /> <br />Planning and Zoning Recommendation: <br /> <br />On April 3, 1990, the Ramsey Planning and Zoning Commission reviewed a letter from James <br />Winter, Surveyor with Hakanson Anderson Associates, Inc. (dated April 3, 1990) regarding costs <br />to establish 50 permanent benchmarks in Ramsey. the Commission; 1) directed staff to verify <br />whether or not 350 pieces of aluminum for 50 benchmarks is accurate, 2) recommend that City <br />Council authorize the establishment of 50 permanent benchmarks in the City of Ramsey, 3) agreed <br />that verifying existing benchmarks at a cost of $I4,000.00 is not necessary, ehman Zimmerman <br />stated that ff Council finds that it is necessary to budget for the expenditure, it should not be <br />extended over more than a three (3) year period. It is the intent of the Ramsey Planning and <br />Zoning Commission that the issue of permanent benchmarks be addressed prior to their <br />recommendation regarding Required Information on Certificates of Survey. This is because the <br />additional cost of providing additional required information could be minimized if permanent <br /> <br /> <br />
