3) <br /> <br />That submission by City Staff w thc Minnesota Department of Finance of an <br />application for allocation with respect to thc Bonds is hereby approved. <br /> <br />a) <br /> <br />That thc Borrower is hereby authorized to enter into such conwacts, in its own <br />name and not as.agent for thc City, as may be necessary for the carrying out of <br />the Project by any means available to it and in the manner it determines, without <br />advertisement for bids as may be required for the acquisition or consmaction of <br />municipal facilities, but the City shall not be liable on any such contracts. <br /> <br />5) <br /> <br />That the City reserves the fight, in its sole discretion, to withdraw the approvals <br />given by this resolution and the preliminary approval of the Project, if given <br />after the public hearing at any time prior to the issuance and sale of the Bonds, <br />if the Council detemaines that it is in the best interests of the City to do so. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember Pearson and upon vote being taken thereon, the following voted in favor <br />thereof: <br /> <br />Mayor Rcimann <br />Couneiimembet Pcterson <br />Councilmember Pearson <br />Councilmember DeLuca <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />Councilmcmber Cich <br /> <br />whereupon said resolution was declared duly passe/:I and adopted by the Ramsey <br />Council on this the 22nd day of May, 1990.
