On April 5, 1990, the Ramsey City Council and Planning and Zoning Commissions were sent a <br />memorandum regarding the erection of two (2) demonstration light fixtures located on 167th <br />Avenue N.W. at Coquina Street N.W. and Zirconium Street N.W. as well as asking for <br />comments. <br /> <br />On June 5, 1990, the Ramsey Planning and Zoning Commission members provided a list of <br />location and their priorities for street lights. <br /> <br />On June 6, 1990, Police Chief Mike Auspos reviewed the location/priority list. <br /> <br />On June 12, 1990, City Council scheduled a public hearing for July 10, 1990 to receive public <br />comment regarding the proposed street light ordinance. Council also requested being provided <br />information regarding proposed funding sources for installation of street lights in existing areas <br />and maintenance of street lights throughout the City. <br /> <br />PLANNING AND ZONING RECOMMENDATIONS: <br /> <br />On May 1, 1990, the Ramsey Planning and Zoning Commission made the following <br />recommendations: <br /> <br />1) <br /> <br />City Council select as the City's choice of street light styles that model temporarily erected <br />at 167th Avenue N.W. and Coquina Street N.W. <br /> <br />2) City Council adopt the proposed Street Light Ordinance. <br /> <br />3) <br /> <br />City Council direct the cost of street lighting be handled in accordance with the proposed <br />amendment to Ramsey City Code 190.1 Street Lighting System and the proposed City of <br />Ramsey Street Lighting Policy and proposed amendment to the Subdivision Ordinance. <br /> <br />Staff Recommendations: <br /> <br />Staff is not prepared to present Council with options for funding sources for installation of street <br />lights at major intersections in existing areas at this time and requests that City Council table the <br />case until the fu'st regular meeting in August. to that end, the latest figures on installation and <br />maintenance costs have been requested from Anoka Electric Cooperative. There are many aspects <br />of this issue that have to be carefully thought through. For example, if the City installs street lights <br />at major intersections in existing areas, would City also pick up maintenance costs for them? If so, <br />the City would incur a cost that is on-going each year. In addition, if the City picks up <br />maintenance cost for street lights at existing intersections, would it be fair to assess the residents of <br />all future rural and urban subdivisions for maintenance of street lights at major intersections of their <br />subdivision? If not, to be fair, all residents of rural areas would have to be assessed for <br />maintenance costs for street lights at major intersections. Even if such an assessment were <br />possible, it would be a horrendous task to prepare 3500 assessments. <br /> <br />Council Action: <br /> <br />Motion to table the issue of street lights until the first regular City Council meeting in August. <br /> <br />Review Checklist: <br /> <br />City Administrator X <br />City Attorney <br />City Engineer X <br />Community Development Director X <br /> <br />Chief of Police X <br />Finance Officer X <br />Planning & Zoning Comm. <br />Other <br /> <br /> <br />
