On November 1, 1988, the Ramsey Planning and Zoning Commission tabled preliminary plat approval of Cedar Hills Addition until issues noted in the City Engineer's review dated October 27, 1988, axe resolved, even to the point of reworking the plat if necessary. Furthermore the Planning and Zoning Commission requested the City Council review the proposed plat of Cedar Hills Addition and comment on the extent of their intent for a Southwest access from the plat to County Road #116. On November 15, 1988, the Ramsey City Council directed Wally Anderson, developer of Cedar Hills Addition to make every effort to negotiate an access for the Southwest portion of that subdivision to County Road #I 16. On November 16, 1988, Staff recommended that an Environmental Assessment Worksheet (EAW) be ordered for Cedar Hills, Windemere Wood and Chestnut Hills Additions when the City receives the sketch plan for Chestnut Hills Addition. The developers presented their PARK CONCEPT PLAN to the Ramsey Parks and Recreation Commission on December 8, 1988. The joint proposal was reviewed by the Parks and Recreation commission. The consensus of the commission was to accept the overall concept along with the trail to the North but not to make a motion for acceptance until the commission receives the required plats showing the entire area of the three developments, all the trail alignments and public use areas. On January 3, 1988, the Ramsey Planning and Zoning Commission passed a motion to recommend to city council to order an EAW for the three developments and resubmit the sketch plan for Chestnut Hills Addition with correct right of way woods and lot areas. On January 10, 1989, the Ramsey City Council ordered the preparation of an Environmental Assessment Worksheet for EQB approval relating to the pros development of Cedar Hills, Chestnut Hills and Windemere Woods Additions. The EAW was duly submitted for agency review on February 24, 1989. On April 25, 1989, the Ramsey City Council adopted the findings of Fact #0251: Chestnut Hills Environmental Assessment Worksheet and Resolution #89-04-84. On May 11, 1989, the City of Ramsey received a letter from the Minnesota Environmental Quality Board (EQB) acknowledging receipt of a negative declaration and indicating that no EIS would be prepared for Chestnut Hills, Cedar Hills and Windemere Woods. The significant results of the EAW identified three principal subject areas. Wetlands: The plan proposes to minimize impact on existing wetlands by preserving major wetland areas. Encroachment of a small wetland will be mitigated by creation of a wetland in the park and on the rear yards of adjoining lots. Traffic: The major volume of traffic from this development will outlet on County Road #116 from Magnesium Street. Traffic going West will utilize the streets in Cedar Hills and an outer to Sunfish Lake Boulevard using a proposed street South of the Hunter's Hills Addition. this new street will be required as part of the development of Cedar Hills and Chestnut Hills. MnDOT does not foresee any major impacts on T.H.'s 10 and 47 created by these developments. Sewer Service: Currently this project is located outside of the 1990 urban service area. Therefore, final project approval will be contingent on the expansion of the MUSA boundary by Metropolitan Council. the City has submitted an amendment to it's comprehensive plan to expand the MUSA boundary to encompass the project.
