Planning and Zoning Commission Recommendation: <br /> <br />On June 5, 1990, the Ramsey Planning and Zoning Commission recommended that City Council <br />approve the preliminary plat of Cedar Hills Addition contingent upon: compliance with items <br />contained in the City Engineer's Review dated May 29, 1990, with Item #1 being verified for <br />accuracy; the City being provided with a copy of the U. S. Army Corps of Engineers permit; <br />Council consideration of the Planning and Zoning Commission's recommendation that 144th Lane <br />N.W. be constructed as a cul-de-sac; and City Staff determination that area drainage plans for <br />Magnesium Pond and Ramsey Terrace Pond are addressed. <br /> <br />Staff Recommendations: <br /> <br />Staff recommends preliminary plat approval of Cedar Hills Addition as per the City Engineer's <br />Review dated May 29, 1990 and Planning and Zoning Commission recommendation except that <br />144th Lane N.W. be constructed as a through street and not as a cul-de-sac as per discussion <br />regarding transportation element in the EAW and the July 18, 1989 and August 1, 1989 Ramsey <br />Planning and Zoning Commission meetings. Furthermore, in accordance with the Uniform Fire <br />Code, 1988, Section 10.205 (a) the "Fire" Chief may require the installation and maintenance of <br />gates or other approved barricades across roadways, trails or other accessories, NOT <br />INCLUDING public streets, alleys or highways. In addition, if 144th Avenue N.W. were made <br />into double-headed cul-de-sacs, the City would need to obtain a permanent road easement at a <br />minimum, and build a cul-de-sac on 144th Avenue N.W. in the Hunters Hill Addition. This could <br />be costly and provide for a less than desirable street configuration. It should also be noted that the <br />phasing plan approved by City Council on June 12, 1990 for the four developments of Cedar <br />Hills, Chestnut Hills, Chestnut Ponds and Windemere Woods has been so scheduled that the area <br />of 144th Avenue N.W. next to Hunters Hill Addition would be the last phase and thereby traffic <br />patterns of the four (4) developments would be established in advance of the 4th phase and impact, <br />if any, would be minimal to Hunters Hill residents. <br /> <br />City Council Action: <br /> <br />Motion to approve/not approve the preliminary plat of Cedar Hills Addition based on Staff <br />recommendations. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney X <br />City Engineer X <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Fire Chief <br />Other <br /> <br /> <br />
