Councilmember Kurak introduced the following resolution and moved for its adoption: RESOLUTION #03-10-273 A RESOLUTION CANCELLING IMPROVEMENT PROJECT #02-20, HELIUM STREET SEWER, WATER AND STREET CONSTRUCTION WHEREAS, the Public Works Committee ordered the preparation of the feasibility study for Improvement Project #02-20, Helium Street Sewer, Water and Street Construction on November 20, 2002, and WHEREAS, the Ramsey City Council ratified the recommendation of the Public Works Committee on November 27, 2002 and a rough draft of the feasibility study was presented to the Public Works Committee on July 16, 2002, and WHEREAS, a Public Hearing for the above mentioned project was held on at the regularly scheduled City Council meeting on August 12, 2003, and WHEREAS, one of the primary reasons that the construction of Helium Street NW was necessary was to create additional funding that would be necessary to finance portions of Improvement Project 02-21 and 02-22, and WHEREAS, during the Public Hearing for the above mentioned projects there was significant opposition to the proposal of connecting the neighborhoods that are adjacent to this project, and WHEREAS, this improvement was initiated by the City Council and not based on a petition of the affected land owners. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: l) That Improvement Project 02-20 is hereby cancelled and the improvements will not be made.
