Mr. McDilda asked that the members review the materials provided and be prepared for a <br />discussion at the December 1 meeting regarding what is pertinent to Ramsey, persons or entities <br />viewed as experts to be consulted, and timing to draft an ordinance. <br /> <br />Case #2: Discussion of NUCFAC Grant <br /> <br />Mr. Bacon explained that he has not had much time to explore the NUCFAC Grant Program. It <br />is a very challenging, national competition grant program. The pre-proposal is due on December <br />9. <br /> <br />A discussion ensued regarding whether or not there was sufficient time and manpower to help <br />Mr. Bacon put together a reasonable pre-proposal. <br /> <br />Ms. Connolly encouraged the committee to do so in order to show Ramsey's interest and get <br />some ideas on the table. <br /> <br />Ms. Frolik was directed to get Council's approval to submit a pre-proposal to NUCFAC for some <br />educational programs. Mr. Bacon was instructed to bring a draft NUCFAC pre-proposal to the <br />Decemer 1 meeting. <br /> <br />Mr. McDilda noted that it would be valuable to the City if someone were maintaining a list of all <br />grants that the City currently has; their purpose, amount, status, completion deadline, and new <br />application deadlines. There should also be a list of other grant opportunities available to the <br />City for all types of uses. This recommendation should be on the parking lot list. <br /> <br />Case #3: <br /> <br />Review Results of EPTF Discussion At The November 10 City Council Work <br />Session <br /> <br />Ms. Strommen was unable to attend this meeting but issued a memo to the EPTF dated <br />November 17, 2003. The memo provided a summary of the Council discussion on November <br />10. Basically, Council agreed to appoint members to the vacant EPTF positions. Ms. <br />Strommen's recommendation in the memo was that the EPTF suggest names of potential <br />members for City Council to consider for appointment. <br /> <br />The EPTF recommended the following persons for consideration: Will Thompson, Jeff Perry <br />Tim Edgeton, Michael Rolfe and John Strommen. <br /> <br />ACTION ITEMS <br /> <br />Ms. Frolik was directed to coordinate a special, cable-televised meeting of the EPTF, some time <br />in January, to receive presentations on Parks, Greenway Corridor, Releaf Grant and the Lower <br />Rum River Water Management Organization. <br /> <br />Ms. Frolik to forward EPTF's recommendations for appointments to vacant positions to Human <br />Resources Manager Givonna Reed. <br /> <br />Mr. Bacon to present the draft NUCFAC grant pre-proposal on December 1. <br /> <br />Ms. Frolik to include the following items in the December 1 agenda: Review wetland buffer <br />resource materials, review draft NUCFAC grant pre-proposal. <br /> <br /> <br />
