I have a work <br />commitment that forces me to be late, if I make it at all. Below are my comments on the <br />agenda item for which I'm responsible. <br /> <br />Background <br /> <br />When originally appointed, the EPTF had nine ~oting members: · 1 member from the Planning and Zoning Commission <br /> · 1 member from the Park and Recreation Commission <br />· 2 membersfrom PONDS <br /> · 5 members chosen by City Council (each of the five Council members nominated one <br /> member) <br /> <br />Since the initial formation, the number of members has declined due to elections and <br />resignations. Currently there are just four voting members, plus the Council Liaison (a <br />position added by City Council in January 2003). <br /> <br />The open positions were not filled in order to allow Council to discuss the possibility of <br />transitioning the EPTF from a task force to a permanent board. <br /> <br />Council Discussion <br /> <br />At the November 10, 2003 City Council Work Session, the future of EPTF was discussed. <br />Making the EPTF a permanent entity first requires an ordinance. Then the positions must be <br />advertised and interviews conducted. Because this will be a lengthy process, and because <br />the EPTF has immediate projects on which it is working, consensus of the City Council was <br />to appoint members to the vacant positions. Meanwhile, the long-term future of the EPTF will <br />remain on the list of City Council Work Session agenda items. <br /> <br />Direction to the EPTF <br /> <br />The EPTF should recommend names of potential members to the City Council as soon as <br />possible. My hope is that this discussion will take place at tonight's meeting. I'm sure that <br />Sylvia can fill-in anything that I've missed. <br /> <br /> <br />
